มีพรรคไหนหาเสียงให้มีกฎหมายข้อนี้เหมือนสหรัฐบ้างครับ

ถ้ามีกฎหมายแบบนี้  พรรคนั้นจะได้ สส เกิน 300 เสียงไหมครับ
และถ้าไทยมีกฎหมายแบบนี้  ห้างต่างๆ  เซเว่น  จะเป็นเหมือนเมกาไหมครับ
