Dear Sir/Madam,

I am writing this letter to complain about my ignored case from the Polices in Paris. I know that pickpockets and robbers are rampant not only in Paris but around the world. People from around the world have been talking about this, but my concern is the lack of actions taken by the Polices. Paris is the top city where most of people have to see at least once but since more and more people are getting bad experiences, they are saying the same things, do not visit Paris anymore because they think that city is full of pickpockets and robbers. They do not respond and juts simply ignore. Why? Because they are used to it? It is such a big shame to Paris and the whole of France because of this poor despondence. I will talk about this in my country and make sure that this goes around the world if actions will still not be taken.

All people knew that serious law enforcement will make crooks scared and change their minds but what I learnt from Paris, the polices are not serious to help victims like me even they got all information about the suspect. I have no idea why? But we all know that when a tourist goes to Paris, automatically he is paying taxes especially when he buys goods and services.

I understand that France government have to support refugees from third-world countries under the international contract but if those refugees do the right way like some beggars beside the Eiffel Tower, I am happy to give them money, that’s what I did in everywhere including Paris as I knew they have been suffering from wars, poverty or whatever and these made them left their countries.

My name is Mr. XXXXXXXX, XX years old, Thai nationality. I currently live in Bangkok, running several businesses in both Thailand and Hong Kong. In the past 30 years, I have been in many countries, many times in Asia (Japan, South Korea, China, Taiwan, Philippines, Hong Kong, Macau, Myanmar, Laos, Cambodia, Malaysia, Singapore), also traveling to Europe several times in Spain, UK, Germany, Switzerland and Italy, I never had any bad experiences at all. English is not my mother language but I’ll try my best to tell all of you what happened to me.

Between Sep 23rd – Oct 1st, 2018, I and my family visited Europe again, visited Belgium, Germany and France for holidays. Before we went to Europe, everybody heard about crimes in Paris from the internet especially around the Eiffel Tower, from this link https://bonjourparis.com/practical-information/the-paris-pickpocket-how-to-recognize-and-avoid-them/  and other sites then we tried to avoid having such problems by using small keys to lock our handbags while traveling around the city. But we still faced to trouble anyway as they came to tourists with different ways, especially this family https://pantip.com/topic/36271463 (please translate in English).

Even though, we finally faced to a pickpocket in the last minute before leaving Paris to the airport. After we got train tickets from downstairs, around 5.30pm (local time) we supposed to go up by the lift to the ground floor to get luggage’s from the lockers inside Gare d'Austerlitz Train station. During I, my family and other people waiting for the lift, I still found my cell phone inside my jacket (right pocket) connected to the power bank which was inside my pants (right pocket) but after we came out from the lift, I found out the power bank cable fell down from the pocket then I called my family, telling that I lost my cell phone and tried to look for the suspect. I and my family didn’t think he’s another pickpocket as he was carrying his daughter on his shoulders but we were wrong! That suspect is only one guy who stood next to me inside the lift and got a chance to took my cell phone away as it was connected to the power bank. It takes time at least few mins to break the head of charger (see attachment). Nobody else can do it like that by walking passed me, that’s why I asked the staffs inside Gare d'Austerlitz Train station to call polices for helps.


After few minutes a train staff came to me with 4 polices (3 men and 1 woman), I explained to them about how the suspect looks like, I told those polices very clearly about that suspect, he’s not a local guy, his face looks like a refugee (similar faces of Algerian), messy short hair, he’s a short guy, his height is not more than 165 cms, carrying his daughter around 2 years old on his shoulders, his daughter has red rashes on her cheeks and if the polices can check with the CCTV inside the train station they can see his face and find that guy easily as that cell phone still connecting wifi from my family, it means he’s still around us. But the polices asked me to go to police station instead, I was thinking if I made a report then I will have the right to check CCTV with them. During I was walking from Gare d'Austerlitz station to Commissariat central de police de Paris, Address: 80 Avenue Daumesnil, 75012 Paris, I used another cell phone to call to the one I lost many times, also sent him SMS that “If you want money, I can pay you but please give back my cell phone because I need my photos taken in this trip” but neither answered nor reply my SMS.


During I made a report, I explained to the police woman who was in charge about how important of that cell phone, it’s using for internet banking with save passwords, somebody who took that cell phone can reach my bank accounts freely, I also had over 2,000 photos inside taken for this trip and we were leaving Paris, there’s no way to take photos back, no connection with cloud or google drive. I even wanted to give her the cell phone’s IMEI, it’s 354217075955817, which is easier to find the lost phone. But the police said, she won’t take any actions as it’s just a small case and all her colleagues will not waste the time to do it too. She said that report is good if I have insurance with that cell phone. I told her I don’t care about the cell phone, it’s not about the price, it’s about internet banking and photos inside which are important for me and my family. I tried to explain to her that it’s not only normal phone, I used it daily like my computer, connected to my office works in Thailand and the most important is connecting the all bank accounts automatically with saved passwords. I and my family were very disappointed but nothing we can do as we were in a hurry. After we left the police station, I called to the cell phone provider in Thailand to stop the services then heading to the CDG airport immediately, the departure time is 21.55 pm.

On Oct 2nd at 7pm (Thailand time, 5hrs ahead), we arrived Thailand but not able to get the new SIM card from cell phone provider untill the next day (Oct 3rd) at 3pm because the company system got errors. Before I got the new SIM card, I received SMS from another cell phone which was using for bank’s OTP (One Time Password), that means the pickpocket can log into my bank account and tried to add his own bank account and transferred money out at 20.23pm (Thailand time) but he can’t make it as the lost phone is not using for OTP (see attachment).


I and my family really want polices to look for that suspect, I’ll be very happy to give you every co-operatings even to spend my money to buy another ticket return to Paris to be a witness in the court if you can do something to stop such crimes. Please do not think it’s just a small case and nobody will waste the time for that, otherwise there’ll be more and more pickpockets giving troubles to innocence tourists around the city if no serious law enforcement. I don’t expect to get the lost phone back and I already bought a new phone with the replaced SIM card. I knew I won’t get anything back from this case except to want all of you stop such crimes in Paris. I also don’t mind to be banned from French Embassy to not giving me the next visa. I really want to protect innocence tourists, if we can solve this problem to put them in jails then all tourists can travel around the city without worries.

One more thing, on Oct 1st at 18.11.31, he used my cell phone to call someone in Algeria (North African country) for 13.03 minutes and we thought… he called back to his family, his call already shown up on my usage history (see attachment). If Paris polices are serious to arrest that pickpocket, you can check with cell phone provider in Paris, connected to my cell phone provider in Thailand, it is “TRUE -H”. If this case happened in my country, it’s very easy to find that suspect as I gave all information clearly.
