แม้กระทั่งนักเขียนดังเรื่องการตลาดของโลก Philip Kotler (2016: 152) ยังให้ความสำคัญต่อภาวะผู้นำใฝ่บริการ (Servant Leadership) ในการบริหารภาครัฐ ข้อความทีเขียน "The heads of government agencies needed to be 'servant leaders' who show a caring attitude toward their clientele that hopefully will be copied by their staff" หรือ "หัวหน้าหน่วยงานรัฐทั้งหลายต้องเป็นผู้นำใฝ่บริการ ที่แสดงทัศนคติใส่ใจต่อผู้ใช้บริการและหวังว่าลูกน้องจะมีทัศนคติเลียนแบบ"
