คำอธิบาย
ตั้งแต่ปี 2557 จังหวัดภูเก็ตได้มีการจัดระเบียบชายหาด ซึ่งส่งผลให้เกิดความเปลี่ยนแปลงและผลกระทบต่อผู้มีส่วนเกี่ยวข้องหลายฝ่าย เพื่อให้เกิดความเป็นธรรมและการจัดการที่ประสิทธิภาพ จึงจำเป็นต้องมีการประเมินความคิดเห็นต่อการใช้นโยบายดังกล่าว จึงขอความร่วมมือทุกท่านช่วยแสดงความคิดเห็นเพื่อประโยชน์ในการจัดการทรัพยากรธรรมชาติอันเป็นสาธารณสมบัติของคนทั้งประเทศ
รายละเอียดนโยบายการจัดการชายหาดภายใต้ แผนการบริหารจัดการหาดจังหวัดภูเก็ต มีดังนี้
1. ต้องถูกต้องตามกฎหมายและระเบียบราชการแผ่นดิน
2. ไม่มีการยึดครองหาดเป็นพื้นที่ส่วนบุคคล
3. การบริหารจัดการต้องส่งเสริมความสามัคคีของชาวบ้านและผู้ประกอบการ
4. การมีร่มและผ้าปูในหาดเพื่อการพักผ่อนเป็นการชั่วคราว
5. กำหนดพื้นที่เฉพาะเพื่อบริการร่ม/นวดชายหาดไม่เกิน 10%
6. การจัดบริการ ร่ม ผ้าปู ให้มีซุ้มสาธารณะ โดยองค์กรปกครองส่วนท้องถิ่น จะต้องมีความชัดเจน มีมาตรฐานและราคาบริการ (เวลา 09.30-16.30) หลังเวลาดังกล่าวให้มีการจัดเก็บ
7. ห้ามปักร่มจองพื้นที่ โดยยึดหลักมีร่มต้องมีนักท่องเที่ยว
8. ให้องค์กรปกครองส่วนท้องถิ่นออกมาตรฐานการปฏิบัติ โดยออกเป็นระเบียบเทศบัญญัติหรือข้อบัญญัติ ของเทศบาลหรือ อบต.
9. ให้มีคณะกรรมการดูแลชายหาดเพื่อติดตามประเมินผลการปฏิบัติและหน่วยอาสาพิทักษ์ชายหาดเพื่อสอดส่องดูแลการปฏิบัติอย่างเคร่งครัด
10. ให้มีการประกวดมาตรฐานและการบริหารจัดการชายหาด
Background
Since 2014, Phuket has implemented beach management rules which resulted in changes and affected many interest groups. In order to promote justice and effective management, public opinions on the implementation of such policy need to be obtained. Please help provide your opinion for the benefit of the management of our common resource which belongs to everyone.
Details of the policy under the Phuket Beach Management Project are as follow:
1. Activities have to follow the national laws and regulations.
2. Prohibit encroachment of the beach by an individual.
3. Management aims to promote unity among the community members and operators.
4. Umbrellas and mat on the beach are to be set up for recreational use on temporary basis.
5. Areas for umbrellas and massage are in the zone which are not more than 10% of the beach area.
6. The services for umbrellas and mats are provided by the local administrative organizations and must have a clear standard and price. The operating hours are 09.30-16.30, after this time the equipments must be cleared.
7. Setting up umbrellas for reservation is prohibited, if there are umbrellas, there must be tourists.
8. Local administrative organizations have to establish regulations and local laws to set up a standard of operation.
9. Beach committee and beach guardian unit are to be set up in order to monitor and evaluate the result of the implementation.
10. A contest for beach standard and management is to be organized.
