South Korean-born Choi Young-seok told a packed room of reporters Monday that what he did what about instilling discipline in the entire team.

I found the sentence above on Bangkok Post and I consider it wrong.
South Korean-born Choi Young-seok = S
told = V
a packed room of reporters Monday = IO
that what he did what about instilling discipline in the entire team = DO
what he did = S in noun clause
My doubt is that I don't see the finite verb in the noun clause >>>that what he did what about instilling discipline in the entire team
I'm not sure if I misunderstand.
