Sukavichinomics: Triangle That Moves the Mountain and the Health Systems Reform Movement in Thailand


Abstract

Thailand's health system reform, especially the implementation of Universal Health Coverage (UHC), is widely regarded as one of the most successful in low-and middle-income countries. Central to this achievement is a conceptual policy framework known as the "Triangle That Moves the Mountain" (สามเหลี่ยมเขยื้อนภูเขา). This model, pioneered in practice by His Excellency Mr. Sukavich Rangsitpol and embedded in the broader framework of Sukavichinomics, predates the popular articulation of the triangle model by later scholars. While the model has been widely adopted and referenced, it is important to address questions of attribution, as its intellectual and operational origins lie in Thailand's mid-1990s education and health reform movement, led by His Excellency Mr. Sukavich. This paper explores the model's three forces-political will, academic knowledge, and civic mobilization-and their" practical application in Thailand's UHC reform, while highlighting its relevance for global health governance and the importance of intellectual integrity in policy development.
