เราสงสัยทำไมกัมพูชาถึงปักปันเขตแดนกับเวียดนาม ลาว ด้วยแผนที่อัตราส่วน 1:50000 ได้ตั้งแต่ปี 1986 เป็นปีที่ประกาศใช้ร่วมกันทั้ง 2 ประเทศ คือกัมพูชากับเวียดนาม  (จากลิงค์ที่แปะ)
ซึ่งมันตั้งแต่แรก ๆ ที่ไทยเริ่มสำรวจพร้อมกับสหรัฐอเมริกาในภูมิภาคเอเชียตะวันออกเฉียงใต้เลยนะ   และในหลวงรัชกาลที่ 9 พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดชฯ ท่านทำไว้และทรงถือติดตัวมาโดยตลอดจนท่านทรงงานไม่ได้อ่ะ

ตัดภาพมาที่โต๊ะเจรจาระหว่าง ไทย-กัมพูชา  ทำไมกัมพูชาจึงมาขอทำข้อตกลง MOU43 MOU44 อะไรนั่นด้วยแผนที่ฉบับเก่าโบราณเต่าล้านปีด้วยแผนที่อัตราส่วน 1:200,000 เหรอ??????

ข้อมูลเจรจาปักปันเขตแดน เวียดนาม-กัมพูชา

ในวันที่ 20 กรกฎาคม ค.ศ. 1983 ทั้งสองประเทศลงนามใน ‘ข้อตกลงว่าด้วยแนวทางการแก้ปัญหาเขตแดน’ และ ‘ข้อตกลงว่าด้วยข้อบังคับที่เกี่ยวกับเขตแดน’ ซึ่งมีสาระสำคัญ 4 ประการ ได้แก่:

1) ยอมรับแผนที่มาตราส่วน 1:100,000 จัดทำโดย สำนักภูมิศาสตร์อินโดจีน (Service Géographique de l’Indochine) เป็นแนวทางอ้างอิงเบื้องต้น

2) ตกลงที่จะเจรจาเพื่อกำหนดเขตแดนทางทะเลบนพื้นฐานของความเสมอภาคและหลักการสากล

3) จัดตั้งคณะกรรมการชายแดนร่วมเวียดนาม-กัมพูชา เพื่อดำเนินการปักปันเขตแดนทั้งทางบกและทะเล ตลอดจนร่างสนธิสัญญาขั้นสุดท้ายร่วมกัน และ

4) ข้อตกลงจะมีผลบังคับใช้เมื่อได้รับการลงนามและให้สัตยาบันโดยผู้แทนรัฐบาลทั้งสองฝ่าย^[12]

วันที่ 27 ธันวาคม ค.ศ. 1985 รัฐบาลเวียดนามและกัมพูชาได้ลงนามใน ‘สนธิสัญญาการกำหนดเส้นเขตแดนทางบกระหว่างสาธารณรัฐสังคมนิยมเวียดนามกับสาธารณรัฐประชาชนกัมพูชา’ (Treaty on the Delimitation of the National Boundary) ซึ่งมีผลบังคับใช้เมื่อวันที่ 22 กุมภาพันธ์ ค.ศ. 1986 ภายหลังการให้สัตยาบันโดยทั้งสองฝ่าย สนธิสัญญาฉบับนี้กำหนดให้การปักปันเส้นเขตแดนทางบกใช้ข้อมูลจากแผนที่มาตราส่วน 1:50,000 ที่อ้างอิงระบบพิกัด UTM (Universal Transverse Mercator) ซึ่งจัดทำโดยสหรัฐอเมริกา และใช้เพื่อการวางแผนทางทหารและการสำรวจภูมิประเทศอย่างละเอียด

On 20 July 1983, the two countries signed the “Agreement on Principles for Resolving Border Issues” and the “Agreement on Border Regulations.” The agreements contained four key points:

1. Recognition of the 1:100,000-scale maps prepared by the Service Géographique de l’Indochine as the initial reference framework;

2. Agreement to negotiate the delimitation of the maritime boundary on the basis of equality and international principles;

3. Establishment of the Vietnam–Cambodia Joint Border Committee to carry out the demarcation of both land and maritime boundaries, as well as to draft a final treaty jointly; and

4. The agreements would take effect upon signature and ratification by the representatives of both governments. [12]

On 27 December 1985, the governments of Vietnam and Cambodia signed the “Treaty on the Delimitation of the National Boundary between the Socialist Republic of Vietnam and the People’s Republic of Kampuchea,” which entered into force on 22 February 1986 following ratification by both parties. This treaty stipulated that the land boundary demarcation would be based on 1:50,000-scale maps referenced to the Universal Transverse Mercator (UTM) coordinate system, prepared by the United States, and used for detailed military planning and topographic surveying.
