By decentralization I mean empowering local communities to take responsibility of their children’s education by giving them budget authority, a voice in the curricula and participation in staffing decisions.
This approach is grounded in the belief that parents care most about their children’s education and, given the chance, they can provide enormous support for, and oversight of, our educational system.
Now to those of you from the West, where democratic institutions such as public school boards and parent/teacher associations are the norm, this decentralization of authority may not sound very radical. But it is in Thailand.
The good news is that over the last 18 months nearly 40,000 School Councils have been established, each comprised of 15 people, including the headmaster, teachers, parents and community leaders.
