Zipcar is also confronted with the challenge of find ing and keeping affordable and convenient parking for its vehicles.  The company utilizes both publicly and F owned real estate.  Publicly owned lots allow Zipcar parking through the use of permits or meters whereas privately owned lots allow for pre-arranged monthly leases-often with very high costs in markets like NYC.  with high and difficult to anticipate fluctuations in the cost of parking,  Zipcar has had to pass the cost on to mem bers through increased rates.  In extreme cases,  the avail ability of parking real estate has dictated whether Zipcar has been able to move into or stay in a neighborhood thus limiting its ability to generate revenues.  In NYC,  207 open-air lots were lost from 1999 to 2008.  With the increasing scarcity of parking,  Zipcar has had to get creative and recently began negotiating parking agreements in NYC at high schools and churches.
