จขกท ต้องเข้าใจเรื่อง past participle/present participle รูปแบบที่ความหมายด้าน passive/active ก่อน เมื่อมาใช้ในรูป relative clause/phrase ความหมายดั้งเดิมก็คงอยู่ อย่าง ตย

2. Penalties relating to vessels and aircraft = Penalties [which are] relating to vessels and aircraft [active หมายถึง penalties เป็นตัวทำกิริยา relate
ความหมายโดยรวมไม่ต่างกัน ต่างก็อยู่ที่ว่า คนเขียนต้องการเน้น passive หรือ active voice เท่านั้น
ปล. ไหนๆแล้วขอถามอีกนิด ทำไม เค้าถึงใช้คำว่า material online คะ ทำไมไม่ใช่ online material
มันเป็นคำย่อมาจาก material [which is available] online
ทำไมไม่ใช่ online material ..... จะใช้ก็ได้ ขึ้นอยู่กับผู้ใช้ แต่ที่ไม่ใช่ เพราะเขาต้องการเน้น online มากกว่า ส่วน คำว่า online material มันไม่เน้น online เหมือนกรณีแรก
