Superlative with or without "the" ใช้ยังไงคะ

อย่างประโยคด้านล่าง

Mount Everest is the highest mountain in the world.   .....  อันนี้เข้าใจคะ

England is coldest in winter.  ....  ทำไมไม่ใช้  England is the coldest in winter ค่ะ  

มีข้อจำกัด หรือ ข้อควรรู้อะไรบ้างคะ ที่ทำไมบางประโยคถึงไม่จำเป็นต้องใช้  the
