True Move, DPC given 1-year extension
As expected, the telecom committee of the National Broadcasting and Telecommunications Commission (NBTC) yesterday approved a draft interim measure to protect the combined 17 million subscribers of True Move and Digital Phone Co (DPC) after the companies' cellular concessions end on September 15.
The draft allows True Move and DPC to continue operating the services on an interim basis for another year.
The five-member committee voted 4-1 in favour of the proposal, with Pravit Leesatapornvongsa opposing the measure on the grounds that he still believes the measure may be against the law.
NBTC member Suthiphon Thaveechaiyagarn said that under the measure, True Move and DPC had to continue service provision by paying a network-leasing fee to CAT Telecom, as well as paying a numbering fee and management expenditure, with all revenue then being forwarded to the NBTC for passing on to the government later.
"We have to take care of all existing users [once the concessions expire], so we have concluded that True and DPC will remain [as providers] on an interim-service basis, while CAT's revenue will change from the revenue-sharing model to the network-leasing model," he said.
Anudith Nakornthap, the information and communications technology minister, said the ICT Ministry agreed with the NBTC's means of protecting all existing users, as there was no better option.
Suthiphon said the regulator would appoint a working group on interim revenue, which would scrutinise all expenditure and revenue for transparency purposes. The group will comprise five members: representatives from the Finance and ICT ministries and the Office of the Attorney-General, a financial expert and an economist.

The draft also states that during the interim-service period, TrueMove and DPC cannot seek new subscribers and that, if the interim service ended in one year, all users still with the two companies would then have their services terminated.
The main NBTC board is expected to approve the draft on Wednesday, followed by publication in the Royal Gazette by August 21. The watchdog will require CAT, True Move and DPC to submit their interim-service plans no later than 15 days before the concession contracts expire on September 15.
