TOT eager to conclude asset-rental deal with AIS

TOT hopes to wrap up talks with Advanced Info Service (AIS) on forming the so-called Tower Co joint venture before the end of the year. The plan would see AIS transfer its network assets to TOT and rent them from the agency for the remainder of its concession with TOT.
The venture is part of TOT's business survival plan.
TOT president Yongyuth Wattanasin said the state agency wants to conclude the talks this year before it has to transfer all concession fees to the state from early next year.
The 2010 Frequency Allocation Law obliges TOT and CAT Telecom to transfer all concession fees to the National Broadcasting and Telecommunications Commission (NBTC), which will pass the amount to the state coffers. This has prompted both TOT and CAT to seek non-concession revenue sources to ensure their survival.
Under its concession contract with TOT, AIS operates its network on a build-transfer-operate basis. Under the Tower Co concept, AIS would transfer its 13,000 telecom towers to TOT before its concession ends in late 2015. AIS would rent the towers from TOT to continue providing cellular service until the concession ends, but on a network rental fee basis, instead of a concession fee basis.
However, a TOT source said AIS must guarantee that TOT's rent revenue will not be lower than the current annual concession revenue. The state agency receives about Bt20 billion in annual concession revenue from AIS, the country's largest cellular operator.

In a separate matter, TOT last Saturday officially debuted its 3G-2.1GHz service in Chiang Mai under the first phase of its nationwide 3G network rollout. Chiang Mai is the first province in which it has completed the target network rollout of 138 sites.
In the first phase, it will roll out the 3G network in 5,320 sites nationwide, of which 4,015 are already activated. The first phase is scheduled to be complete in May.
TOT provides 3G service with five private partners: Samart Corp, Loxley, IEC, 365 Communication and M Consultant. As of March 28, the service had around 232,940 customers, of which 188,668 are prepaid. Of total prepaid customers, 53,359 belonged to TOT, 82,150 to Samart, 9,418 to IEC, 23,068 to Loxley, 12,275 to 365 Communication and 8,398 to M Consultant.
Of the 44,272 post-paid customers, 23,127 belonged to TOT and 21,145 to Samart.
The state agency will face tough competition in the 3G market when Advanced Wireless Network of AIS, DTAC Network of Total Access Communication and Real Future of True Corp launch their 3G and 4G services on 2.1GHz spectrum bands in the second quarter.
TOT has already hired C&C International Venture Co as a consultant on the second phase of its network rollout.
TOT's board last week gave the agency the green light to bid for each of two planned projects of the NBTC to develop broadband services in Nong Khai and Phitsanulok provinces under the watchdog's Universal Service Obligation (USO) fund. The NBTC has set aside Bt250 million for each of the two projects.
Yongyuth said TOT would set aside Bt500 million to develop the projects. He added that the TOT could capitalise on its existing nationwide telecom network to develop such USO projects for the NBTC.
The USO fund is used to hire companies to develop telecom services in remote areas. The NBTC believes it can achieve equal telecom service access in all 76 provinces by next year.
